1. RULES

The regatta will be governed by The Racing Rules of Sailing and NCESA By-law Articles V, VI, VII, and VIII.

2. BOATING REGULATIONS

The boating regulations of the State of New Jersey will apply. This will include: a PFD for each crew member, a paddle, and a throwable flotation device. Upon completion of the race and staying clear of all other competitors, the winning boat of each race shall approach the RC to provide visible verification that all required articles are on board. In addition, the RC reserves the right to perform random inspections to ensure compliance with this requirement.

3. REGATTA VENUE & DATES

The Little Egg Harbor Yacht Club will host the 52nd Annual Championship Regatta on September 10, 11 and 12, 2010 on Little Egg Harbor in Beach Haven, New Jersey. Race days will be Friday, and Saturday, and Sunday (Sept 10-12). On-site registration starts at 3:00 PM September 9, 2010

4. ORGANIZING AUTHORITY

The National Class E Scow Association in cooperation with the Little Egg Harbor Yacht Club.

5. ADVERTISING CATEGORY

Advertising on boats or sails shall not be permitted as specified by ISAF Regulation 20.6.3.2.

6. SCHEDULE OF RACES

The warning signal for the first race is at 10:30 AM on September 10, 2010. The target race length will be approximately 60 minutes and multiple races may take place each time yachts head out to race. Take your lunches on the water. Boats with head facilities will be available between races. There shall be a maximum of 10 races, with the last original warning gun on Sunday September 12th no later than 1:00 PM, unless there have been only two races at which time the last original warning gun will be at 3:00 PM.

7. COMPETITORS BRIEFING

The competitor briefing is at 9:00 AM on Friday, September 10, 2010, at the Little Egg Harbor Yacht Club.

8. ELIGIBILITY AND ENTRY

The regatta is open to all yachts that comply with the By-laws and Scantlings of the NCESA and whose helmsperson is a Regular Member of NCESA, whose crew are either Regular or Associate Members of NCESA and whose sails and equipment comply with the Scantlings and By-Laws of NCESA.

9. REGISTRATION FEE

  • 9.1 Regatta Entry Fee: $200
    • For registrations after August 9th there will be a $50 late fee.
    • Skippers age 25 and under will qualify for a registration fee of $50 (no late fee will apply)

11. SAILING INSTRUCTIONS

The sailing instructions will be available at registration.

12. REGATTA HEADQUARTERS

The Regatta Headquarters will be at Little Egg Harbor Yacht Club, Beach Haven NJ

13. THE COURSES

The courses to be sailed will be of windward-leeward type, and will be described in the Sailing Instructions. The racing area will be on Barnegat Bay and will be described notice on the Official Notice Board at the launch site posted inside the tent.

14. PENALTY SYSTEM

Rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.

15. SCORING

The completion of three (3) races constitutes a Regatta.

Scoring shall be according to the Low Point scoring system as outlined in Rule A2 of Appendix A of the Racing Rules of Sailing. If six races are completed, each yacht will have its worst score excluded from its total. This modifies Rule A2

16. MEASURING and WEIGHING

Boats that have a silver certified lead added label and a white tamper-proof sticker will not have to be re-weighed at the regatta site. Boats without label & stickers will be weighed. Sails must contain a manufacturers serial number (or measurers serial number) and a NCESA royalty tag. Sails may be measured at the regatta site.

17. RADIO COMMUNICATION

The Race Committee will use VHF marine radios to communicate to the competitors. The only communication devices that may be used by competitors when racing are: (a) a weather monitor, (b) a VHF radio tuned to receive only Race Committee transmissions that are intended for all boats (competitor channel) and (c) a cell phone that may be used for emergency purposes only. The penalty for breaking this rule will be total disqualification from the regatta or such lesser penalty as may be determined by the Jury. Failure to hear a Race Committee transmission shall not constitute grounds for redress. Except to make a required report or in an emergency, no transmission shall be made to the Race Committee or other person when racing.

18. FLOTATION PANELS

Floatation panels shall be required during racing.

19. AWARDS

Awards will be as specified in By-Laws Article IX. Top Ten Overall, Top 3 in Red Fleet, Top Rookie, Top Woman Skipper, Top Youth Skipper, and Top Master. Sailors have the option of participating in the Red Fleet at registration. Red Fleet is for teams attending Nationals for the first time, those teams with boats 10 years or older, and those teams with newer crews that do not expect to be in contention for top ten honors.

20. DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
